Abel da Costa Belo was the Administrator of Baucau District during the early years of the Indonesian occupation (from 1976). While he was originally a supporter of Apodeti, he eventually became disillusioned with the Indonesian occupation. He was an important customary leader from Tirilolo village in Baucau. He was also imprisoned for a period in  Mozambique due to his support for the 1959 Rebellion on the south coast of East Timor.
